Using descriptive research, the author produced a handbook after examining related literature; specialized systems; philosophical, biblical, and theological principles; fieldwork; and a project utilizing a 'systems approach'.  A 'systems approach', using consensus decision making and value enhancement techniques, improves a project group's 'up-thinking', self-esteem and willingness to improve the environment. The author intervened with Transactional Analysis to identify factors that inhibited or facilitated the flow of energy.  Five hypotheses dealt with: 1) energizing ego states, 2) redirecting energy, 3) script decisions, 4) contracts, and 5) stroking.  In simulated situation and regular council meetings, data were gathered and redirecting energy considered.  Support was found that appropriately energized ego states facilitated decision-making, whereas inappropriately energized ego states inhibited decision-making. Course participants were pre-tested and post-tested to evaluate course effectiveness.  A t-test applied to the sample test means demonstrated that the post-test mean was significantly higher than the pre-test mean.
