There is an existence at a general lack of acknowledgement by the person of the Holy Spirit during decision-making processes due to fear of what others may think and say if the leaders were to rely on the Spirit's transformational leadership. In-depth interviews were conducted with 25 members of the Evangelical Covenant Church (ECC) located in Crookston, Minnesota. The two topics of hearing the voice of God in community and consensus-based decision-making were explored. An action plan for the future ministry of the church was developed. The point of persuasion is designated as those events that occur between considerations and belief. When a new premise is contradictory to previously held beliefs, there is a dissonance created. This dissonance creates the need for a decision. The activity of making a decision that is counter to currently held beliefs requires faith. This faith decision is the point of persuasion. The report explores the value of the church becoming a learning community as a means of discernment. The study begins by laying down vital theological and biblical principles. Pertinent Christian and secular literature will be reviewed to discover what is known about the principles and practices common to all selection processes and those dynamics which would be uniquely oriented for associate pastor hiring. This thesis continues by exploring the issues of: ministerial portfolio presentation; candidate profiling; ministry marketing; assessment strategy; and the legal, ethical and financial considerations in quality hiring. A questionnaire will be utilized to survey senior pastors to discover how they approach the entire process of associate pastoral candidates. While youth ere assisted in thinking theologically through the retreat, this should have happened earlier in life. The researcher interviewed a representative sample of the congregation for their perceptions of the explicit and implicit theologies of how decisions are made in the congregation. The interviews were analyzed by an advisory group of congregational leaders. They had been trained to examine their culture and its effect on their theology by using prayer, worship, and classic writings of the church, especially the Bible. It was determined that influences shaping members' ideas of leadership include scripture, Stone-Campbell principles and practices, workplace experiences, and American political structures. The extent of thee influences varied according to a member's age, gender, and length of association with the Stone-Campbell movement.
