The pre-test was given prior to two workshops at which the writer conducted seminars on team building principles. At the end of a year, the post-test was given and the scores were compared. The purpose of this handbook was to develop a handbook that could be used in training lay elders. The primary research method used was 'Creative Studies'.  'Documentary Studies' were used employing 'The Library Survey Method' to develop the material in the handbook.  Disciplines used included scripture, early church history, practical theology, and behavioral science. A 447 page manual approaches the Bible inductively to discover patterns for a biblically consistent theology of leadership structure.  Christ is the head to whom each member is accountable.  Members are to recognize biblically qualified men raised up by God to be elders and deacons.  Elders remain as long as qualified, while deacons remain if qualified and needed.
