First a biblical study of both Old and New Testament was done.  Second, a functional model was developed which allowed the uniqueness of both responsibilities to be developed.  Third, a six-lesson course to communicate this information was developed.  A brief survey of some other congregations was included.  The results in the Morris congregation have been positive in terms of the development, both spiritual and functional, of existing and new leaders. This paper documents a historical process toward partnership at work within Presbyterian leadership and an impasse which now blocks its forward movement.  It develops a practical theology for ecclesial leadership by utilizing Daniel Day Wiliams' interpretation of the imago dei as the will to belong and Edwin H.
