The project director researched the field of strategic planning. Basic skills for effective planning were identified. The project director also researched the field of curriculum development. The information gained from researching both fields was used to develop appropriate strategic planning curriculum. Twenty-four learners attended the equipping sessions. The church council members represented varying degrees of past exposure to strategic planning. This project asserts that congregationalism without a plurality of elders is unbiblical and unhealthy. It shows that over time the Southern Baptist Convention removed a plurality of elders from its congregational polity and replaced them with a democratic process. The research shows revived interest in a plurality of elders among Southern Baptists.
