Appalachia's earliest settlers bring with them a Scotch-Irish culture and historic anti-Anglican biases. Tennessee's first two bishops promote a High Church understanding of ecclesiology. These two distinct and often diametrically opposed cultural and religious forms remain at odds even into the late twentieth century. In today's economy a full-time priest serving one altar places severe demands on these congregations.  As small churches over-invest financially in clergy deployment they also over-invest emotionally.  An atmosphere is created where clergy are expected to over-function to match the high level of investment.  The stresses caused by this phenomena are causing clergy 'burn-out' while these small cures are becoming harder to fill.  The project/thesis explores the connection between financial over-investment and the emotional expectations to over-function. A literature review shows the laity's basic role in mission at the beginning of the twentieth century was to provide resources for church expansion.  During the twentieth century social and political crises forced the Episcopal Church to include social service in its mission understanding.  The 1979 Prayer Book provides a clear statement for lay mission.  In the project a clergy-lay team produced a study guide of the baptismal service for adult use.  The study guide questions engage the participant in theological reflection about personal mission. A questionnaire was administered to ascertain how lay and clergy leaders understand spiritual leadership.  A theology of spiritual leadership is presented, discussing the scriptural and historical roots of spiritual leadership and describing the spiritual leader in terms of servanthood, empowerment, discernment, spiritual experience, prayer, and sanctification. This study involved the placement process within the Episcopal Diocese of Central Florida during the past five years. Thirty parishes were evaluated after placement of clergy to determine the matching process' success.  The result of the examination indicated that the process works when followed carefully and without circumvention. It discusses the colonial Anglican church's lack of a missionary bishop as one of the underlying causes of the Revolution.  The project also covers the Episcopal Church's inadequate Indian missions, even though the first missionary for Spokane was an Indian.
