The behavioral change targeted in this thesis was measured by two questionnaires distributed after two 'Friendship Sunday' worship services to which members of the local congregation had been encouraged to invite their 'seeker' friends.  The only difference between the first Sunday and the second was the treatment, the (ten) sermons.  The measure of success was a 10 percent increase in the number of church members who invited a 'seeker.'  By that measure the project failed. The evangelism questionnaire was designed by the researcher for the purpose of monitoring evangelistic behavior and attitudes.  The research demonstrated positive influences on the subjects, but lacked conclusive results. There are three dimensions: church, as a sacramental worship 'koinonia'; mission, as an aggressive outreach ministry through the cultural, ethnic, and religious barriers; and education center (academy), as a deep source for theological training, equipping and researching tools for effective Christian service all across the country.  This work presents a strategic model for future development as well as a theological and practical base for multiple church activities, missions strategy and Christian education orientation. Results show that a model similar to that of the apostolic church works well in Russia today. The researcher trained a team to befriend and evangelize this target group using relational evangelism methods and larger group activities. Emphasis was given to using contemporary methods which would appeal to the audience's felt needs. At the conclusion of the research, the target group was surveyed and compared with a control group of similar people.
