Social legitimation of identity, culture shock, loneliness, and Maslow's hierarchy of need are examined.  Images of the church and the message of I Peter are analyzed to draw implications for ministry within the Japanese situation. The resultant suggestions for ministry are evaluated by pastors. This difficulty is because Bermuda is a foreign country, and is exacerbated by its size, location and the failure to anticipate how different working there will be.  Through a series of interviews of expatriates in ministry there and questionnaires to expatriates formerly in Bermuda a document was produced which describes the difficulties likely to be experienced.
