Ethnicity is at the core of family functioning, structure, rules, roles, patterns, boundaries, mannerisms, issues, beliefs, and traditions; and that context is the definitive reality in which an individual's, family's  and the community's understanding of itself is created, maintained or changed.  The purpose of this project is to create a working model that will enable the helping professional become absorbed in the energy and relational forces that give ethnic families a distinctive quality of life and relationships. In 'the awareness stage', the project assesses the significance of both hopeful and fearful literature on marriage and family.  In 'the initial stage', he recounts an inductive Bible study and self-examination of his own marriage eventuating in the development of two programs: (1) strengthened pre-marital counseling and (2) a two-staged post-marital program.  'The developmental stage' deals with a third ongoing ministry to help new parents develop parenting skills. The long absence of the fathers will have undesirable influences on youths.  What problems stem from such a condition?  What pastoral program can measure them? Research was conducted using a questionnaire for two groups of juveniles: one having absent fathers and the other living with fathers.  Pastors were interviewed whose churches have youths with absent fathers. The project included 3 phases: planning, preparation and program.  During the final phase, the project director, his nine project assistants, and a trained corps of thirty volunteers from the church made approximately seventy ministry contacts to the church's military families during periods of job-related separation. Four needs were discovered during a meeting of bivocational pastors.  Pastoral care, family time, preaching and time management were addressed in separate workshops which lasted one full day each.  All of the workshops examined the time problem for the bivocational pastor in his roles as pastor and as secular employee.  The project found that much more attention must be directed to the dual roles of the bivocational pastor. It uses this model for the pastoral assessment of congregational families with regard to life cycle issues.  The author hypothesizes that the model may be useful in identifying families who risk having difficulty with life cycle transitions and situational crises.  He shows how the family wellness program 'Understanding Us,' which is based on the circumplex model, can be a vehicle for such assessment. The author used this information to develp a theology of the family which adapts to the irregular schedules of such families. The theology is based on the concept of the covenant.  It focuses on the strengthening of and development of the relationships in the family, rather than on the preservation of set roles.  The family structure is seen as flexible and adaptive.
