The project consists of five chapters. The first chapter described the statement of ministry project, listed ministry goals, provided a background for the ministry, and discussed the rationale for the project. Chapter two sought to provide a theological basis for opposing gambling using biblical principles and theological concepts.  The third chapter presented the sociological basis for opposing gambling.  Chapter four described the implementation of the program.
