The research conducted for the project concentrated on the theological, historical, and practical rationales. Training lessons taught by the author helped the participant understand his giftedness. A spiritual gifts inventory showed each participant his gift or gifts.  A ministry-action plan allowed the participant to exercise his gift in the ministry program of the New Sarepta Baptist Church. The first part of this paper seeks to give the pastor a self-definition of leader and equipper of the congregation. The project measured the effectiveness of a potential solution.  The researcher designed and assessed a three-month procedure for training six lay 'ministry consultants' to be prepared to guide adult members of Faith Baptist Church through a course that teaches a process for identifying ministry niches that employ their spiritual resources.  Evaluation took place through a postseminar, objective examination, observation studies, and tape-recorded interviews. Replies from 32 (80 percent) churches indicate that most are trying to survive.  A weekend workshop, consisting of five sessions, was planned, offering a study from an Episcopal perspective of the gifts and ministry of the Holy Spirit. The workshop attempted to clear some of the doubts and fears concerning spiritual renewals in the congregations.  Studies are made of the primary resources and the theological writings of early 19th and 20th century Anglican authors to the present. The project involved six teaching sessions on spiritual gifts and a five-week ministry experience, matching new members' spiritual gifts with ministry needs within the church. This study involved the placement process within the Episcopal Diocese of Central Florida during the past five years. Thirty parishes were evaluated after placement of clergy to determine the matching process' success.  The result of the examination indicated that the process works when followed carefully and without circumvention. Beginning with an historical overview of similar claims in church history, the project evaluates the biblical bases posited for these claims, raising awareness of the issues and making suggestions for responses to them.
