The focus was to create community through a process of dialogue in an effort to define the meaning of patient focused care.  As the organization was undergoing considerable crisis (provoked in part by fiscal restraints at the time), a special emphasis was placed on organizational grief.  The two domains engaged in the study were from organizational development, specifically the work of Peter Senge as it applies to organizational learning and pastoral ministry in the context of a Critical Care Unit in crisis.  The findings validate the learning organization as a concept in support of change and empowerment. In addition, a theological/pastoral perspective, while recognizing the value of the organic, relational nature of organizational design, pointed to the need for the development of personal awareness, as an issue of capacity for relationship in organizational learning. The project evaluated the effectiveness of the CPE program at Veterans Affairs Medical Center, Long Beach, California, considering benefits--spiritual, educational, and financial--for each group involved in the medical center. By using CPE students in its medical centers the Department of Veterans Affairs could provide an effective spiritual ministry at relatively little cost to the institution.  The project administered a questionnaire to 110 patients, chaplains, medical center employees, and CPE students, seeking to measure perceived benefits of a CPE program. This assessment yielded data from which pastoral interventions were identified, compared and classified according to the similar use of signs and symbols in faith expression. A phone interview with fifty of the most recently hospitalized church members revealed a need for deacon visitation.  A survey of the deacons indicated that a majority desired to be better equipped for hospital visitation.  The training utilized the clinical pastoral education model including: seminars, case conferences, interpersonal relationship groups, and personal supervision. An institutional ethics committee is established to address this dilemma.  The project explores the development of the ethics committee over its two-year history including its organization, educational focus, case review and advocacy for public policy.  It applies the concepts of event thinking and the theologically qualified ecological ethic.  The ethics committee is an excellent forum in which to raise awareness of ethical issues and strategies.  It functions best as a consultative body to care-givers in the
