The hypothesis is that if persons could participate in a collaborative affordable housing pre-readiness program, eligibility for housing opportunities would improve and the church would become more effective in its mission to empower the community. A qualitative and quantitative research methodology was used with the congregation, community residents and community leaders to identify and measure barriers. The interviews, workshops, classes and forums addressed the issues that hindered eligibility with community agencies. It then applied that theology for empowerment to improve sub-standard housing conditions for Lao.  The research identified, described, and held in conversation three influential contexts of 'bamboo, borders, and bricks' for Lao theology, and applied these contexts to create Christian responses to poor housing through biblical and folk stories, re-worked housing rituals, and community organizing with artistic poetry, songs, and visuals. The qualitative methodology included questionnaires at the initial and final sessions, as well as interviews.  The results of the survey demonstrated that the desired learning had occurred.  The participants gained knowledge of the methods essential to home ownership. The proposed strengths are that the relationship provides a tangible way of expressing faith, that it provides an avenue of cooperation and heightened ecumenism, and that it provides a way to overcome racial barriers. The proposed weaknesses are that the relationship may be hindered by a church's sense of territoriality, by a church's financial constraints, and by the immensity of the housing problem. The study reviews critical foundations, both biblical and theological, that undergird the ministry of Habitat for Humanity as it partners with local churches.
