The local church, which is called to minister both to the world and to its own members, can and should minister to its pastors as well as its members.  The project design around which this study is built involved a four to six-month series of meetings and reflection by local church support committees.  Using a manual, which is included in the thesis, the committees reviewed the four primary relationships which exist between the local church and its pastor.  The pastor is a leader, colleague, employee and friend to the church and its members. Those who counsel in institutional settings in particular are struggling with the need and/or the opportunity to counsel those with whom they have some other role.  This is especially true for the individual who offers counseling within the bounds of the local church community.  A minister in the local church setting has many roles in the life of a congregation.  With these diverse roles in place, church members and others in the community turn to the minister for counseling.  The project is intended to shed light on duality and offer guidelines for the pastoral counselor who does counseling in the immediate context of the local church.  The issue of duality is studied from the perspectives of object relations theory and pastoral theology. The methodology employed the Factorial Survey Approach among laypersons in congregations of American Baptist, Church of the Brethren, and General Conference Mennonite denominations.  The hypothesis that a double standard exists in laypersons' expectations of the integrity of ordained versus non-ordained church leadership was not supported by the data collected. Betrayal extends to the parishioner's trust in God.  Clergy who follow such cases of misconduct find a disillusioned, confused, and hostile congregation. The author delineates such congregational dynamics from the perspective of after pastors in Wisconsin and Illinois. Books by Marie Fortune and Peter Rutter describe the interpersonal dynamics between abuser and victim.  The author proposes a number of pastoral skills needed for the healing of such a congregation.
