ministry. The discussion focuses on the development of the concept and its later implementation in a Roman Catholic parish. It demonstrates the unique character of collaborative ministry. The process of building collaborative ministry in an archaic parish in a conservative, rural, working-class suburb is outlined. Theological foundations, ecclesiastical and canonical concerns are carefully addressed. The biblical model of shepherd is examined. Drawing on Richard Baxter's The Reformed pastor and more recent sources, historical foundations for pastoral care are reviewed. This question is the driving force behind this project and can be divided into three distinct components. The first component deals with the pastor as leader. The pastor above any other person should be the 'spiritual influencer' within the local church. The second component deals with the overall spiritual formation of the congregation. The third component deals with the spiritual development of elementary school-aged children. To address the third component, without giving adequate attention to the first two, would be a futile attempt at fixing a problem in our church that is deep and multi-faceted. The purpose of this study is to identify and describe the characteristics and processes of Nominations and Personnel Committees in United Methodist Churches of the Alabama-West Florida Annual Conference selected for their perceived strength in mobilizing laity participation and leadership.  The study addresses the Nominations process in two groups of churches.  The study sought to discover if significant differences existed between the Nominations process in churches that were recognized as having active lay participation and leadership and other churches of the Annual Conference. A further question the study sought to answer was that of the correlation between well-organized Nominations and Personnel committees and active lay leadership and participation. Additionally, the study sought to identify other factors that might influence the level of lay participation and leadership in those churches that were perceived as showing strength in that area of church life.  Data for the study was gathered by means of a researcher developed, self-administered survey mailed to the local pastors of the churches in both study groups.  The survey instrument, Nominations and Personnel Committee (NomCom) Characteristics Survey, consisted of an eight page, ninety-five question inventory which addressed organizational and relational aspects of the nomination process within the local church.  The questions were predominately closed-ended. The study revealed real differences existing between the two subject groups, one of which exhibited a stronger sense of purpose in ministry, and more careful attention to the procedural elements of their work within the Nominations and Personnel committee. Chapter 2 presented an overview of God's desire to find a channel through which He could be a blessing to all the people of the world.  God first called Abraham with a promise that through his blessing, he could be a blessing to all the people of the world. Next God called the people of Israel. When it failed to fulfill the covenant, God established the Church, and the people of God became anyone who would accept the covenant of passing on the blessings of God. The contextual associates, thus, designed a four week project to reached unchurched children and their parents.
