Through the survey and research method two types of questionnaires were formulated and developed. They were then sent to a randomly selected group of clergy to elicit information in the pastoral care ministry of the church. Priests and religious have a tradition of providing formation programs as a preparation for ministry.  Nowadays, the development of Hispanic American lay leadership formation centers is crucial to the entire church in the United States.  The primary methods employed in this project are historical, sociological, and theological.  This use of multiple methods is intended to impress the reader with the urgency of this problem and the growing need for lay leadership.  Lay participation in ministry requires the encouragement and support of clergy and religious. Current communications research and resources (new bells) are presented to enable parish ministers to develop communications strategies as a tool in ministry (new steeples).  Chapter 1 explains the communications process of message-sending and message-receiving.  Chapters 2, 3 and 4 focus on the three primary elements of that process: communicator, audience, and message.  Chapters 5 and 6 discuss the mass media.  The paper concludes with a theological perspective on the ministry of communications as an incarnational experience. The social research consists of an experiment utilizing a control group and a study group of ten adults each. Social research was the primary consideration of the project, measuring and evaluating leadership response. The crisis of meaning that ministers experience in their personal and ministerial lives is a mirror of what is happening in the larger church and society.  The qualitative research used in the report served to illustrate this fact. The methodology included a 60-minute videotape documentary dealing with historical, psychological, medical, ethical, and biblical material broken into seven study periods.  Booklets for leader and students give additional information.  Discussion starters and open-ended questions are provided to facilitate dialogue.  Two groups were studied.  Measurements before and after the course indicate significant positive shifts in attitudes, perceptions, and value systems by all participants.
