This project was designed to put into practice the uniqueness Baptists claim for the priesthood of all believers.  If all Christians are priests, then there should be no distinctions between the clergy and laity.  The aim of this project was to 'empower' the laity for intentional ministry in the church. Twenty-six people were enlisted for this project.  Seven were participants in the ministry training and supervision.  Of these seven, three constituted the experiment group and four constituted the control group. The control group was trained but not supervised.  The experiment group was supervised for five months after training.  The remaining people served as evaluators and support group systems. Those who were both trained and supervised became more effective in ministry than those who were trained but not supervised. Research in local church ministry relationships determines how poor relationships affect the mission and purpose of the church. Extensive materials on local church relationships and the theory of ministry relationships are available.  However, little practical material on improving relationships is available.  The research reveals that the hindrance of local church ministry by poor relationships between clergy and laity is a Protestant-wide problem.  Primary resources suggest a biblical and theoretical model for the improvement of ministry relationships.  The model proposes small groups which is the nominal group technique. Conflict is conceptualized as a process moving toward actualization of social entities when the conflict is properly managed and toward disintegration when the conflict is poorly managed or unmanaged.  This conceptualization is developed theologically, biblically, historically, and sociologically. Twenty-two key issues were identified by survey and used to design a program for ministry reflection groups meeting every three weeks. Three pilot groups (1982) and four test groups (1983) used the material.  Transition by the test ministers was compared with that of four contemporaries.  Further experiment with the program as part of an integrated approach to transition during the first three years after ordination is recommended. Two instruments were used in a retreat setting.  The instruments determined styles of leadership, defined ministry, discussed who performs the ministry, and to whom. The results provided opportunity for evaluation and setting of goals.  The most effective and dynamic churches were those that shared responsibility and power between clergy and laity. The student worked with an eight member lay committee over a period of five months studying such terminology as prophetic, affirmation, confrontation, and hermeneutic; studying the scriptural texts the student had chosen upon which to base his sermons; preaching four sermons in his local church; and meeting with the lay committee following the delivery of each sermon for response/feedback.  The student concluded that preaching, the intent of which is Christian proclamation, is Bible centered.  The student also concluded that all preaching should include both dimensions of 'the prophetic element in preaching,' which are affirmation and confrontation. The major issue addressed was how life-situation preaching can be done in such a context.  The legitimacy of an evangelical use of life-situation preaching was established in Scritpure and church history.  Questionnaires were used to discover the most frequently occurring problems of members; sermons were prepared and delivered on the seven most common problems, including anxiety, anger and discouragement.  Members of the congregation evaluated each sermon.  Approximately twenty percent of them said they received help or sought out further counsel with the pastor.  Evening service attendance increased ten percent.
