The project report provides background on the traditional relationship of the pastor with his congregation in the Korean Church; introduces three key goals; and discuses this study's methodologies. The author presents the biblical, theoretical, and historical foundations for cell group ministry considering 'the church' as the koinonia associated with Paul. It also introduces aspects of the cell ministry movement in other locations, such as China, India, Africa, Australia, and Korea. The project discusses the disillusionment within the Korean church community due to changes in traditional religious, political and societal expectations. Chapter one defines the context of the project and provides a broad outline of the efforts made. Chapter two examines the biblical, theological, and historical basis of lay shepherding.  Chapter three looks at contemporary models for lay shepherding and pastoral care, including small groups, Sunday school, and a deacon family ministry plan. Chapter four describes the implementation of the project and circumstances that influenced its effectiveness.  Chapter five evaluates the progress made by the project, using a questionnaire and personal conversations with project participants. To aid in this there is theological reflection, the ability to explore one's responses made to God.  A three tiered plan was implemented to examine this: reflection groups were established in four ecclesiastically diverse congregations; each was nurtured in a theological reflective process for four to five weeks; and members were encouraged to further develop and use theological reflection skills. Through a seven-week training course, the author sought to cultivate, within those participating, the ability to interact with others in ways that would enliven and enhance their spiritual and emotional well-being. The author will seek to assist those who have had an encounter with evil and suffering to interpret their own experience.  Biblical and philosophical knowledge will be integrated with their personal experience as a means of equipping them to provide care for others who are currently suffering.  The project proposes that attempts to address the problem of evil and suffering through theodicy fail to provide both the adequate theoretical answers and the practical comfort sufferers need.  The project further proposes that the personal experience of those who have suffered uniquely qualifies them to address the suffering of others.  The concepts of a suffering God and the ethical demands of the incarnation will be presented as a basis for a philosophy of ministry to fellow sufferers. The power of personal testimony, the power of presence, the process of grief, and the pursuit of a mature faith will be offered as a means of preparing individuals to provide care for fellow sufferers. The retreat would teach the mission team members about Waterbury and orient them for the upcoming week of day camp.  As a result of the project the Waterbury Baptist Ministries church members' self esteem increased and their level of hopelessness decreased, thus finding their place of service in the church.
