The goal of this project was to design a ministry team structure for the local church to engage members in ministry.  A study group was involved in discovery and developmental strategy sessions to asses church needs, description of ministry teams and the design of a structure. The church participated in teaching sessions and completed a survey to determine involvement in ministry teams. Chapter 1 presented an overview that included three goals of cell group ministry, background information, definitions, and the research methodologies. Chapter 2 focused on biblical, theological, and historical foundations for cell groups. It described the role and perception of leadership in the functioning of the cell group. Chapter 3 addressed the social and psychological aspects of the cell group. It discussed the cell group meetings that are essential to Christian experience and growth in modern society: flexibility, mobility, inclusiveness, and effectiveness. The usefulness of cell groups in a cross-cultural setting is described in this chapter. Chapter 4 explained the procedures, program training, and equipping of cell leaders. The information obtained from Chapters 2 and 3 were applied to the program. Chapter 5 evaluated the plan, leaders, leader training program, teaching program, goals of this project, methods of this project, and the outcome of the cell group. Chapter 1 set the context for the ministry and how the project will be carried out. Chapter 2 established a sacred foundation for lay involvement in ministry. A case is made in chapter two using biblical, theological and historical arguments for the activity of the laity in ministry. Chapter 3 investigated the needs of the rapidly aging American population. A.H. Maslow's Hierarchy of Needs was used to emphasize the person's needs. The chapter ends with a section of modern day churches who are ministering well in this area. Chapter 4 described the implementation of the project. A detailed discussion on the administering of group discussions is followed by a description of the course of study administered to the group. An evaluation of the project makes up chapter 5. Chapter 1 helps the reader understand the context of the community and the characteristics of the church where this project was conducted. It also includes a listing of the goals to be achieved. Chapter 2 examines the biblical, theological, and historical issues relevant to lay ministry. Old and New Testament texts present the basis for lay ministry. The theological issues addressed are the priesthood of believers, the role of spiritual giftedness, and the dynamics of expository preaching. Examination of the historical scene goes from the New Testament gospels to the early fourth century. Chapter 3 focuses on the dynamics of team development and team work. Also included are four benefits of team ministry. Chapter 4 is the presentation of the project as it moved through the process of team selection, development, and training. Therefore, we have experienced a failure to form the next generation of Christian disciples.  Following from this is a corresponding dearth of pastoral leaders, women and men who lead others toward discipleship through intentional Christian formation, firmly grounded in the Wesleyan tradition.  The author researched formation of lay pastoral leadership through covenant discipleship group.  He found that the congregation was thoroughly acculturated.  It is a mirror image of the dominant culture. The project included enlisting twelve facilitators for the inactive member visitation team.  The training encompassed four sessions taught in a single day.  The workship lasted five hours and the training module and the facilitators' growth were evaluated. Several types of evaluation were used including: expert evaluation, survey, post test, and pastoral reflection. The research of applicable Scriptures, literary resources, and alternative programs resulted in the development of an informed strategy.  To implement the strategy a variety of tasks had to be accomplished:  the development of a study guide for use in a discovery workshop, the completion of ministry descriptions for positions in the church, the development of self-assessments, and the training of laity to conduct post-workshop interviews for referral and placement. The project context is Goodrich Memorial United Methodist Church of Norman, Oklahoma.  The literature review examines the contributions of corporate and religious leadership studies as well as those of demographics and pertinent biblical texts.  The field project utilized a quasi-experimental nonequivalent (pretest-posttest) control group design.  The project significantly increased the ability of laity to communicate with the pastor with regard to leadership issues.
