The research examines: spiritual leadership processes in the Bible; secular organisational theories on leadership development; church dynamics.  Some leadership development principles are identified and applied in the ministry project.  A Christian educational design for leadership development incorporating the use of small group experience is presented.  The project involved a short-term church leaders development group for lay leaders. Based on the universal priesthood of all believers, a circuit rider pastor, using modern technology, solicits, trains, and supervises the lay ministers. The project involved the use of the experimental method with statistical evaluations of experimental and control groups.  The experimental group completed a training course consisting of thirteen sessions, and evaluation method tested the effectiveness of the course. Pretests and posttests measured a statistically significant increase in both knowledge and use of spiritual gifts. This meant providing tools to assist people to envision the nature and function of the church and then to formulate a plan to assist believers in increased participation in the ministry of the church in the power of the Holy Spirit. Twenty-eight members attended the two-day training session. The result was that participants recognized the need and committed to more personal involvement in ministry. The biblical, historical and current cultural context for the church is examined. This study shows that hospitality when placed in a ministry context for laity empowers them to be a welcoming church. The implicit challenge in this model is for the church to discover ways in which persons can continue to hear God's call in the ambiguity of their lives and find ever new and creative ways to respond to the living God on their own faith journey.
