Equipping Christian lay people for effective ministry is mandated by the Scriptures, Lutheran theology and the practical needs of the church. Clinical pastoral education has proven an effective training method for both professional and lay caregivers in a variety of settings.  Its process and techniques can be adapted for use in equipping lay caregivers in congregations. As such, the church seeks to live and minister by an Anabaptist ecclesiology which understands faith being lived out in a community of equals.  Keeping this vision before God's people is the function of ministry for which all members are responsible.  This ministry can be of a salaried model, but the times are also calling the church to examine again the early Pauline vision of plural ministry whereby persons with gifts are called from the local context for specific purposes of service.  The key to any model of ministry is an understanding of leadership as non-hierarchical and inclusive. The most important conclusion reached in this research is that plural ministry is possible in the context of congregational life. As a result, more people would volunteer to help others and there would be qualitative and quantitative church growth. This study is based mainly on library research. Its theological conviction is that the incarnational shape of Jesus' life should also be the shape of the church's ministry: a ministry that is of the whole people of God, guided by its public servants.  The project was also built upon the psychological/sociological thesis that lay helpers can have significant outcomes in their peer counseling. A mentorship program to train laity to preach in the context of the local church is an effective way to realize lay potential.  Biblical and theological principles that undergird an attempt to equip the laity were delineated.  Insights were gleaned from anthropology that inform efforts to communicate the gospel cross-culturally. The case study method was employed.  Equipping laity is risky and time-consuming, and results are not always immediately apparent. The writer trained select members of Trinity Baptist Church of Tracy to develop a marketing strategy using basic marketing principles.  The writer set out to make outreach more intentional and visible.  The writer developed an entry-level manual to educate lay persons in basic marketing theory; these lay persons comprised the marketing task force. Task force training occurred to develop and implement a simple marketing strategy.  The writer led the task force in marketing research, the writing of objectives and goals, and the formal writing of a marketing strategy. The task force implemented the plan over a six-month period. The project observed the effects of a shared stewardship of lay and professional preachers in one rural Baptist congregation.  The professional preacher developed a ten-week curriculum for the training of lay preachers who then participated in the pulpit ministry of the congregation.  The effects of that shared stewardship on themselves, the professional preacher and the congregation were observed through the use of personal journals, surveys and interviews. Five women entered into a covenant relationship of individual 'daily presence' in a church office over a four-year period. A covenant relationship encouraged a connection between the spiritual formation of the participants and their works of Christian hospitality. Individual narratives of each participant were recorded, from which the writer assembled a Delphi survey to describe those works of Christian hospitality and forms of spiritual development. Its design also enabled the project designer to exchange his restrictive leadership style for an encouraging one.  The eight-week instructional phase utilized numerous concept and skill enhancing methods including reading assignments regarding small groups and their facilitation, cognitive inventories, personality and leadership surveys, and relational exercises.  The six-week application phase included supervised ministry with evaluations of relational and leadership skills. By minimizing the ministry of the laity, it has lost contact with those outside of its influence.  Only with a unified ministry of an emancipated laity and an empowering clergy can the urban church faithfully participate in the transformation of society.  This theory was tested with a congregational workbook.
