Chapter one defines the context of the project and provides a broad outline of the efforts made. Chapter two examines the biblical, theological, and historical basis of lay shepherding.  Chapter three looks at contemporary models for lay shepherding and pastoral care, including small groups, Sunday school, and a deacon family ministry plan. Chapter four describes the implementation of the project and circumstances that influenced its effectiveness.  Chapter five evaluates the progress made by the project, using a questionnaire and personal conversations with project participants. The method involved a sermon series on spiritual gifts, a course on spiritual gift identification, individual consultations with the pastor, and placement in ministry opportunities.  The project resulted in more members serving in ministry.  A lay ministry of Congregational Care was implemented.  The Nominating Committee adopted an improved method of matching members with ministry opportunities.  Twenty people went on a mission trip to Puerto Rico. The idea originated from Luke 10:2 where Jesus says: 'The harvest is plentiful but the laborers are few, therefore ask the Lord of the harvest to send out laborers into his harvest.'  The project method utilized parish education, recruitment and training of parish callers, prayer, visitation and training of new laborers.  One hundred potential laborers were invited to become active in a specific ministry and sixty-two persons agreed. Can lay voices speak a word from the Word? The thesis tests a model for hearing lay voices as preachers during the sermon time. The model is communal and arises from ancient lectio divina and modern theories of calling a circle. The model was tested and evaluated in a small, urban congregation. Participants were moved, and tended to view the model as preaching with one another. Using hands-on training, surveys, and focus groups, the project provided a method and a means for laity from several churches to become involved in training for ministry. The project took place at the First Congregational Church, Wallingford, Connecticut, in nine sessions over six months.  Sessions guided participants through Pauline texts while considering the 'overlap' of scripture with congregational life today. Participants learned leadership skills to implement their insights. Short-term feedback was generally positive. To aid in this there is theological reflection, the ability to explore one's responses made to God.  A three tiered plan was implemented to examine this: reflection groups were established in four ecclesiastically diverse congregations; each was nurtured in a theological reflective process for four to five weeks; and members were encouraged to further develop and use theological reflection skills.
