Biblical theology will provide the basis for the counseling philosophies to be taught in the project. The preacher needs to analyze the ministerial context and invite the congregation to share their concerns, interests and questions about preaching. It suggests that the preacher should withdraw his/her controlling power over the congregation so that the laity can work together with the preacher by sharing the ministry, including preaching. The director researched available resources on spiritual gifts to develop a training curriculum consisting of six equipping sessions.  Participants learned about the biblical principles of spiritual gifts as well as current ministry opportunities in their church.  The director measured the project's effectiveness through the commitment of participants, group dialogue and assessment, and personal reflection. The root of this is a lack of healthy teamwork due to an unclear understanding of the doctrines of the church (Universal Priesthood of All Believers) and the Pastoral Office. The author explores the leadership development process from Via de Cristo, known to the United Methodist Church as Walk to Emmaus and to the Roman catholics as Cursillo. Within this movement a healthy teamwork is exhibited by both laity and clergy. The members of the project group participated in a six week leadership seminar that focused on various facets of the leader's character, duties, and disciplines.  Through surveys, tests, journals, and an evaluation session, the project leader was able to assess the overall effectiveness of the project. The anticipated result was to be an effective process and the curricula to better enable the volunteers to serve with some basic skills as chaplains throughout Georgia in numerous areas. A number of personal interviews were conducted with people in the church who had been hospitalized or bereaved in the last year.  Each was asked how many church people other than pastoral staff or their own family visited them during their difficult time.  A Sunday school class was then offered to train laypeople in such visitation skills, accounting for a variety of situations.
