The project is divided into three parts.  Part one presents a systems approach for analyzing and intervening in parish and agency settings. Part two draws on actual experience in over ninety settings. It suggests ways for professional and volunteer, full-time and part-time, ordained and lay ministerial leaders to collaborate. Such models are ineffective in a small church setting.  Yet, there is little information available regarding the power, authority and leadership in small volunteer organizations.  This project uses interviews, observation, surveys and experience to explore the laity-clergy leadership dynamics of small churches.  It finds that: pastors are valued as persons before professionals; key leaders sense and articulate group needs and help the group use resources to meet needs; goals are accomplished by attending to the maintenance of relationships. It uses a communication model called systems thinking which views an organization as an holistic unit.  Component parts are seen in relationship to each other as well as to the organization as a whole.  The organization must be seen in its environmental context.  A systems model developed by Stafford Beer is selected. Beer's model identifies the functions of a system and demonstrates their relationship.  It portrays the channels which enable the expression of variety.  This paper identifies the functions of a local church as revealed in the Gospels and in the Book of Acts.  These functions are applied to the system model which is adapted to a local church organization. The study presents a definition of theological reflection, a brief history of the theological reflection process and its theoretical framework and several applications in specific programs.  Out of them, fifteen theological reflection instruments are developed for use in a session meeting. The instruments are used and tested in the sessions of five Presbyterian churches of the Presbytery of Philadelphia, Presbyterian Church (USA). It uses the Defining Issues Test designed by James Rest of the University of Minnesota as an instrument.  The research finds no persons operating at post-conventional stages and 95.5 percent at the conventional stages.  Average P score is 52.3.  The author believes that the results would be similar in most institutions. The spiritual leader should not assume the father's role as is characteristic of the Chinese.  He or she should serve as a brother or sister with a participative attitude.  This type of fraternalistic leadership is in harmony with the scriptures and the American culture.  The policy manual in this project is a useful resource in achieving fraternalistic administrative leadership. The goal of the practicum was to develop a plan for recruiting and training lay leaders in the local church that could help solve the problem by providing a reservoir of trained and willing persons adequate to meet the needs of that church. The author worked with a local church in developing and using a leadership plan that was repeated for four years. Evaluations and observations indicated that the plan did make a significant difference in the availability of lay leadership.
