When they grow into the need for a full-time pastor, the laymen are often reluctant to give up control, while the pastor expects to exercize unquestioned authority.  The resultant tension can be very destructive. The project presents a pastoral model which seeks to help both groups to minister together harmoniously.  Both are seen to be necessary for the proper function of the church. A 1982 survey of congregations found sixty-nine percent with pastor pattern, sixteen percent bench, and eleven percent team.  A 1985 sampling of members showed substantial advocacy for broad sharing of leadership, with strongest support in team churches and least in bench. Seminary catalogues confirm this statement. In the author's experience the beginning of one's ministry at a church is a crucial time; hence leadership is extremely important.  According to LC-MS statistics (1977-1987) 17.2 percent of the Synod's parish clergy began a new ministry each year.  The author offers practical insights on congregations and leadership. The result informs four tasks of pastoral care: 1) training of volunteer leadership, 2) planning job careers with teens, 3) offering spiritual direction, and 4) assisting worship leaders in their planning.  Pastoral care is trinitarian.  Gifts given in creation (personality types) provide the means to the common unity to which the Church is called (sanctification). Such harmony is made possible through atonement (redemption). Decisions are made by consensus.  Plurality is acknowledged. Variety is cherished. It examined the biblical terms for power and correlated these with the organizational perspectives on power.  The project design used 'The Power Management Survey' to compare perceptions.  The pastor felt motivated primarily by affiliation and friendship.  The laity felt the pastor was motivated primarily by socialized power.  A democratic leadership style was present.
