Biblical background is set forth in chapter 2, examining the models of Nehemiah, Jesus and Paul for motivational leadership values.  Chapter 3 presents John Wesley as a historical model. Contemporary models consisted of Lyle Schaller, Robert Dale and Kennon Callahan. Certain motivational methods of each person are examined and discussed in capsule form. Chapter 4 presents the project preparation and implementation.  The preparation section presents project approval and data collection.  The implementation section presents a capsule form of the sessions.  Chapter 5 evaluates the project's data collected from interviews, questionnaires and participant evaluation. Its design also enabled the project designer to exchange his restrictive leadership style for an encouraging one.  The eight-week instructional phase utilized numerous concept and skill enhancing methods including reading assignments regarding small groups and their facilitation, cognitive inventories, personality and leadership surveys, and relational exercises.  The six-week application phase included supervised ministry with evaluations of relational and leadership skills. Two different models were tested: first, a model based on the author's understanding of how Jesus developed leaders; second, a model from the Industrial Areas Foundation.  On the surface the two models have similarities; however, there are points of difference in terms of method, theology, ecclesiology, and ethical principle. Three workshops were developed and carried out in the local church, the end result of which was the creation of successful visionary leadership methods among the laity. The overriding theme of the workshops was to teach adaptable leadership techniques, made applicable to the church setting.  The result of the project has seen the subject church begin to thrive. The methodology employed the Factorial Survey Approach among laypersons in congregations of American Baptist, Church of the Brethren, and General Conference Mennonite denominations.  The hypothesis that a double standard exists in laypersons' expectations of the integrity of ordained versus non-ordained church leadership was not supported by the data collected. The author traces the historical, cultural, and other significant factors that have influenced Filipino men and their leadership development.  He also points out practices in the Roman Catholic religion and in the Protestant mission groups that have contributed to the lack of Filipino male leaders in the Philippine Christian church. The author then proceeds to take a fresh look at what the Scripture says about evangelism and church growth.  He then attempts to apply these qualities in the Philippine cultural context.
