The focus was on the heart of the believer because I am convinced that leadership development and committed participation are intimately linked with proper, effective spiritual formation. To prepare for the project, I researched appropriate literature, and established a core group of believers who were willing to participate. Twenty-two believers initially participated in the first workshop, and most continued through the seven-week project. The first category is research regarding theologies and theories of cell churches, and the second category is to train the selected cell leaders to understand the nature, theology, and role of cell groups. The project director researched resources in the field of volunteer supervision, developed an annotated bibliography and a teaching standard with the help of experts in the field of Christian education, and, ultimately, created a training curriculum that addressed needs discovered in a survey of the church's volunteers and staff. This survey required a self examination in this area. Thirty volunteers from the membership took the survey and the findings are documented accordingly. It is significant to note the voice from the women, which represented the majority of the participants, are as unsupportive as men regarding women in leadership roles. Data collected, questionnare and interviews all revealed the common theme of church leaders incorporating core spiritual disciplines into their lives. Consequently, a description of the Chinese pastoral leadership role in missions mobilization was constructed, through integrating the findings from interviewing the research participants with a comparative study of some biblical characters in both Old and New Testaments, the teaching of Christ on servant leadership, and the Chinese traditional paradigm of paternal headship.
