It can be difficult for a layman to fill the role with confidence and joy. This project was designed to develop and orientation process that is both meaningful and manageable in a layman's life. The research included a survey of pastors in similar churches, a survey of participants before and after the retreat, and a study of literature on church leadership development. While this accomodation to the deaf is valid, there is a need in the hearing communities to build deeper, more appropriate ministries with the deaf. How can deaf ministry be effective, more appropriate ministries with the deaf. How can deaf ministry be effective within the context of a predominately hearing community? Travelling with American Sign Language interpreters, the author interviewed members of the deaf community in the Baltimore-Washington and Fredrerick, Maryland area. She engaged the leadership in a six-month Bible study designed to engage the Old Testament prophets as a foundation for the work of prophets today. In order to rehabilitate the church and to help all the members of the church to grow to the fullness of Christ, we have to fight against a lot of difficulties. We need a ministry essence and steady ministry philosophy which our Lord has taught us if we want to go through all the spiritual fights. Rather than following the trends, but to hold on to the essence would make out a good result. The responsibility of a minister is not to stay in an honored place, but to serve church members to let them perform their own parts well. God always pays attention to one person, trains him (her) and achieves his work through the person. The author researched biblical models of leadership transition and interviewed clergy for their input in creating this tool. A draft of this transition tool was used by two congregations during their respective transitions in clergy leadership. There are several considerations: rooted in Tongan Wesleyan heritage, have a contemporary youth worship in the English language, 'coconut theology' and effects, the non-trained preachers and the loss of skills to sing the Tongan musical notes. This dissertation responds to the challenges above and presents ideas and practices in the areas of leadership, worship, preaching, singing, theology and multicultural education. These ideas and practices were presented in a workshop to train leaders. It examines the history of African American clergy leadership education and African American theological reflection that informs such educational programs. Qualitative data gathered from interviews of persons who have participated in African American clergy leadership education programs serve as a measure of program effectiveness by offering crucial information to African American clergy who serve both church and community.
