The theological rationale focuses on the nature of the church as old and new and the congregation as a complex family system. The literature review focuses on congregational culture, a survey of the transitional leaders' attributes and actions, and an understanding of the learning organization.  A comparison of one congregation's historic vs. current leadership culture, by means of group interviews and surveys, was conducted so as to understand the trajectory of its leadership culture. The author implemented three strategies in this project: first, initiating and developing an individualized coaching relationship; second, training three ministers to lead their leadership teams through a values-discovering; third, consulting with the ministers to use a values-based decision-making guide to evaluate future plans. To prepare for the project the author researched appropriate literature and developed training material to guide the project implementation. The sessions were presented in one-week intervals with assignments to personally apply the content between sessions. The project is a ten-week course that teaches the participants to lead small groups, have compassion on others, and fill the leadership roles within the church. The researcher built a case for developing young leaders uniquely, highlighting the cognitive, physical, moral and spiritual development of children. The researcher identified generational attributes unique to today's child and strengths awareness as factors that will influence their development as leaders. The research was qualitative in nature using a multiple case study approach. Two leadership programs for children were studied, KidLead and J12. The ministry leaders were equipped in both classroom training and individual coaching sessions with their coach mentor while they coached two other coachees for a period of three months. The participants successfully acquired an understanding of the biblical foundation and principles of coaching while achieving a demonstrated improvement in the nine CoachNet coaching competencies. Adapting the main principle of value engineering to a ministry context resulted in an increase in faithful service among the members and a decrease in certain traditions that were hindering the effectiveness of the ministry.  Organizational efforts based on value management helped create several small groups called Little Churches.
