The project determined needs, designed a program, and enlisted a control group and an experimental group.  The control group received the training.  The program was evaluated using descriptive evaluations, a pretest-posttest design, and critical reflection. The training program included lectures, directed reading, discussion, practice exercises, assigned visits to various churches, and a rehearsal worship service planned and conducted by participants.  Project participants then planned, conducted, and evaluated Sunday morning worship for six weeks.  The project succeeded only in part, since some participants refused to lead public worship, insisting on involvement of members who had not participated in the project. Innovations that may increase effectiveness may be planned and implemented when small task groups are empowered to lead these processes.  Nine church leaders concentrated on assimilation of prospective members.  At the end of one year, evaluation revealed that 49.3 percent of first-time visitors to the church had assimilated to the point that they identified the church as their church of attendance or belonging. The project endeavors to alter these attitudes by providing a theological framework for reclaiming inactive members, based on Jesus' parables in Luke 15, and by promoting and implementing the Family Reunion Reclamation Project. The project concentrates on measuring change in attitude of leaders who become involved in a reclamation ministry.  The methodology, materials, and results are reported and documented. The project assesses leadership needs of the church in Eastern Europe, evaluates the seminar in light of those needs, and recommends changes to improve the seminar.  Assessment of the pastoral leadership situation and resulting leadership needs in evangelical churches of post-communist Eastern Europe is accomplished through a Pastoral Leadership Survey. Case studies of three seminar participants evaluate the possiblility of significantly addressing these needs through a four-day seminar on the subject of pastoral leadership.  These case studies,  augmented by interviews, were used to determine the practical effectiveness of the seminar. Each serves a growing church in a metropolitan area. The project studies each pastor through the Personal Profile System (DISC), church archives, questionnaires, and on-site observations. The project then analyzes the apostle Paul's leadership style in order to formulate a model of early church leadership.  Confessions and governmental style of the Presbyterian Church (U.S.A) are analyzed to determine the Presbyterian Church's understanding of Christian leadership.  Practical examples of leadership are drawn from the parish using a project funded by the Lilly Foundation to illustrate leadership issues in the local congregation.  The project concludes with a guide to understanding and developing Christian leadership.
