Research was done in current theory about the use and effectiveness of the medium, the situation in small-town America, the views of the leadership of the church about goals for the program; a random survey was taken to determine the composition of the present audience. The goal was to reach into homes previously unreached by the church. Research was conducted through a pretest mail survey and a posttest phone survey.  The survey instruments sought to discover awareness of ACTS and audience interest in possible television programs. The project included the teaching of a class on televangelism at the Lutheran Theological Seminary in Saskatoon, Sask.  The thesis begins with three hypothetical scenes of religious television in the days of Christ and His assumed reactions to it. The thesis consists of two parts.  Part one includes historical and philosophical reasons for the use of religious programs on television.  Part two presents summaries and a proposal for positive involvement for the ELCIC. Chapters 5 and 6 discuss the mass media.  The paper concludes with a theological perspective on the ministry of communications as an incarnational experience. Thus, a study of literature on the art of religious broadcasting, contracts by letters, and interviews and surveys were made to find practical and innovative approaches to contexualized radio evangelism. When combined with marketing techniques, an effective tool can be developed by a local church which takes into consideration the specific community situation.  A procedure can be developed so that local church members do this themselves, if the personnel and technological tools are available. The study developed a questionnaire which enlisted Portuguese speakers in an eight-week program to evaluate a weekly broadcast of gospel messages.  The study sought to measure attitudinal change, content assimilation, and possible future involvement in Protestant activities. Results were: attitudinal change: 30 percent indicated a positive shift; content assimilation: a majority indicated understanding and retention; possible future involvement: 46 percent indicated interest in Protestant activities.
