This paper starts with an identification of common factors for church growth, then specifically exposits systematic changes that can be implemented in PCUSA churches to create a healthier culture. The hypotheses of this paper describe three areas of potential change to grow healthier medium-sized PCUSA churches: the size of the local church leadership board, the implementation of policy governance practices, and the introduction of transformational leadership training in the local church. The research was made through personal interviews, personal meetings, leader's retreats, and new immigrant training; I was able to learn from immigrant members, immigrant leaders, governing body personnel, sessions and pastors of Anglo churches. Four areas were identified in this project that affect the life and mission of the church to become racially/ethnically inclusive: Cultural Challenges, Legal Challenges, Financial Challenges, and Theological Challenges. (PCUSA). Since the 1960s, mainline denominations' membership has declined. The Presbytery of Memphis, the basic unit studied, participated in the decline of the PCUSA. The dynamic model developed in this dissertation combines the shepherd and servant metaphors to develop a biblical, narrative-driven model for transformational leadership. The church has participated in and is living through a major cultural shift.  In this context this project examines the cultural shift and the generation that has come to exemplify this shift: the 'baby boomers' born between the 1946 and 1964. A similar time of anxiety and discontinuity is found in the Gospel of Matthew.  The project examines two texts that illustrate Matthew's Christology and ecclesiology--the 'Great Commission' and the Beatitudes from the 'Sermon on the Mount,' Matthew 28:19-20 and 5:1-16--and compares them to find understanding and identity for mainline denominationalism.
