It will begin by learning from biblical teaching and leadership archetypes as well as best practices among renewal movements.  A program for development of staff and supervisors is implemented: (1) national student leadership conference, (2) internship, (3) staff training in fundamentals, (4) regional staff training, (5) NVEST, (6) emerging leaders, and (7) MD training. Evaluative research formed the basis of inquiry exploring 2 Corinthians 3:18, its surrounding context (3:1-7:1), Exodus 33:18-19 and Genesis 3:1-6 to form a biblical framework of creation, fall and redemption. The Transtheoretical model derived from studies of addictions and best-of-practice interviews supplied training insights. This thesis also researches mentoring and its use within the chaplain's context.
