It is based on perceptions that indicate a lack of understanding each holds of the other.  Military chaplains are often perceived as not being fully in the ministry, while executive ministers have often not kept in contact with chaplains.  The chaplains experience a sense of frustration when church structures are not responsive to their desire to maintain active involvement. The project sought to generate interest through a theological and a pragmatic rationale to provide such assistance.  Volunteer assistance was sought from active duty and retired members of a specific military community.  The report deals with the planning and coordination among several official helping agencies on the base.
