This holistic mission is an adequate ethic for local church outreach to the whole person in society. (b) A whole life ethic of the local church embodies the compassion of Christ. (c) A whole life ethic is consistent, as a local church engages itself in sanctity of life as well as quality of life issues.These criteria are the guiding principles of this project and are utilized in this assessment and development of an ethic of life for the local Wesleyan Church. This whole life ethic addresses issues along the whole spectrum of life from conception to death. That spectrum confronts such sanctity of life issues as abortion, capital punishment and modern warfare, as well as quality of life issues such as economic poverty and despair.This project calls for an introduction and integration of a 'consistent ethic-of-life mission' into the social outreach ministry of a local church. Integrating this mission into a local church means that the project was involved in an introductory attempt to insert a new social mission agenda into the present mission of that church. The strategy introduced an educational approach that would lead to the establishment of a social outreach ministry, through the use of a primer that was pilot-tested in three symposiums. Through development of a mission statement, recruiting lay involvement in mission, and increasing financial giving to the congregation, the thesis was validated by results. There were also intentional efforts to increase the outreach proportion of spending.  The project uses case study approaches, looking at the efforts carried out within the target congregation. The premise applied was that a congregation needs to have opportunity to interact with the creation of its own unique mission statement to ensure the validity and implementation of its mission statement.  The developmental components included an initial all-church survey, an advisory council of key leadership representatives, an adult Sunday Bible school curriculum, a sermon series, deacon home meetings, congregational meetings, a subsequent all-church survey and a short quiz to test congregational ability to articulate the summary slogan of the church's mission statement. This educational effort combined the shared praxis approach of Thomas H Groome with a congregational outreach to Mexico to broaden the congregation's understanding of mission.  The project participants were the Wednesday evening group and the men of the work team.  Through a series of Bible studies, selected pericopes that concentrate on God's grace impacting the world were presented.  The congregation was challenged to critically reflect and make decisions based on the Scriptures. The practicum was conducted over a five-month period, being focused in the work of a ten-member task force.  After an initial phase of spiritual preparation, task force members were encouraged to define the congregation's 'ideal' mission through a modification of Richard Broholm's 'envisioning process.'  Congregational convocations helped the group refine its work for final presentation to the official church council.  Research hints at the value of a mission statement, management by objective, and the envisioning process in church administration. This model for change places a high priority on the role of pastor as preacher, liturgist, and theologian.
