The premise applied was that a congregation needs to have opportunity to interact with the creation of its own unique mission statement to ensure the validity and implementation of its mission statement.  The developmental components included an initial all-church survey, an advisory council of key leadership representatives, an adult Sunday Bible school curriculum, a sermon series, deacon home meetings, congregational meetings, a subsequent all-church survey and a short quiz to test congregational ability to articulate the summary slogan of the church's mission statement. Through a series of Bible studies, selected pericopes that concentrate on God's grace impacting the world were presented.  The congregation was challenged to critically reflect and make decisions based on the Scriptures. The practicum was conducted over a five-month period, being focused in the work of a ten-member task force.  After an initial phase of spiritual preparation, task force members were encouraged to define the congregation's 'ideal' mission through a modification of Richard Broholm's 'envisioning process.'  Congregational convocations helped the group refine its work for final presentation to the official church council.  Research hints at the value of a mission statement, management by objective, and the envisioning process in church administration. Departmental leaders prepared action plans based on a revised mission statement and thirteen new goals, and made periodic progress reports. The church was not growing because it had become institutionalized.
