It would have been difficult to establish the church using these techniques and principles alone. The Anglican Church has made requests for CMSA to provide personnel and resources to enable it to reach out to those of non-English-speaking backgrounds.  The thesis provides a statistical overview of the changing composition of the Australian population and an historical reflection on missionary efforts over the past two hundred years among the indigenous population. The theological underpinning for any mission activity is explored along with the theological blockages to mission endeavor. The project grew out of questioning the policy of political neutrality as required by the Foreign Mission Board of the Southern Baptist Convention on behalf of its missionaries.  Case studies, literary research, and interviews conclude that political neutrality is impossible, unbiblical, and undesirable.  A symbolic model for social change was developed.  The Foreign Mission Board, as a result of this project, revised its policy on political neutrality.
