The project was implemented in two Roman Catholic parishes in San Antonio, Texas. This was a planning/action/evaluation project that included development of a nine-hour formation process and a test instrument to evaluate results.  Change was confirmed in both parishes, with the most significant amount in the area of general ministry. A structure for pastoral councils, based on the centrality of baptism, must recognize the right of parishioners to set the vision and the responsibility of the staff and various organizations to realize the vision.  The role of the pastor is presider; liturgy being a paradigm.  This design removes the parish council from the concept of a board of directors setting policy. In the first workshop, the target group gathered to experience a process of theological reflection on the mysteries of God, Jesus, church and ministry, with an aim to gain an appreciation for pluralism and diversity.  The second workshop was on the development of communication skills (empathetic listening and assertive self-disclosure as vehicles to becoming collaborative).  The Whitehead method of experience in dialogue with the culture and tradition predominated. The project documented a nine-month intervention process specifically designed for one parish.  As a result of the intervention, the council members grew in their understanding of the church's mission, the pastor acquired new ministerial skills, accountability was more evident, and the council and its commissions functioned more effectively.  This study found that collaborative ministry requires commitment and patience. Some implications for the recruitment, training and assignment of ministers are identified.
