When I first arrived, the church was closed and set to be demolished.  By inspiring the remaining congregation, and empowering them using the principles espoused by the Second Vatican Council of reversing the hierarchy of the clergy and by following Jackson W. Carroll's model of how to exercise authority, they performed outreach in the surrounding community, extending an invitation to non-affiliated Catholics to attend Saint Peter's, and by listening to the spiritual needs of the people. The result was the expansion of the church to the point that it was possible to reopen the church building. The project analyzes ecclesial models developed by Avery Dulles, Patrick Granfield, and Joseph Komonchak and applies them to parish models described by Jay Dolan. Work by John Lawyer and Neil Katz introduces creative listening skills for parish interviews. Research included interviews with consultants, an analysis of courses from other seminaries, and a questionnaire submitted to pastors, leaders of local church missionary fellowships, and missionaries.  The curriculum contains objectives, a syllabus, and thirty lesson outlines which make extensive use of adult education techniques.  Two pastors, two missions professors, and two mission executives evaluated the curriculum. The class studied Acts 1-15 in order to discover the living fellowship of the disciples in the early church.  The separate evening sharing group enabled the class members to speak of their own faith, to speak of their journey with Christ and to design a program of outreach. The project involves the drafting of a preliminary mission statement by the parish strategic planning committee, and the opportunity for reaction and input by the parishioners and organizations of parish to the preliminary statement.  A final version of the mission statement will then be developed through a parish leadership retreat weekend and a second drafting by the strategic planning committee.  The Parish Mission Statement will then be presented to the parish, and the adoption of the statement will take place through a signing of a parish covenant at the International Fair Liturgy in October 1983, and through adoption by a consensus of the parish council. This study examines the role of the churches as an important part of downtown Washington DC experienced the trauma of urban renewal.  Initially, the church's response was dominated by institutional concerns of building and maintaining itself.  Slowly, patterns of community involvement and mission evolved. Questionnaires were filled out by 59 pastors and 623 lay persons in attendance at charge conferences on the Baltimore Southwest District of the Baltimore Conference of the United Methodist Church.  Respondents were given an opportunity to indicate their expectations of a church 'in mission' and to evaluate the performance level of their congregations.  The total life of the church was covered: spiritual growth, evangelistic thrust, care for individuals, outreach and service, stewardship, recruitment and training of workers, goal setting and the functioning of the Council on Ministries. Demonstrating the interrelationship between effective contextual mission, Christ-centered worship, and koinonia/body life, he developed a project that sought to enhance all three functions.  By means of the ministry of the Word, the 'Balligo Church Advance', and the systems models approach to pastoral leadership, the pastor and church became effectively involved in contextual mission. Library research, interviews, and class notes provided the theological basis for this thesis/project.
