Kirk of the Hills, a PCA church in St. Louis, Missouri, is currently using the model for pastoral care as proposed for large churches.  Questionnaires were completed by those in leadership and by active church members to determine the degree of effectiveness of pastoral care. His presupposition that personal pastoral development in the five areas of spiritual growth, personality, church growth philosophy, leadership, and cultural relevance would produce a corresponding measurable increase in pastoral effectiveness proved correct.  He executed the project with fifteen Tucson, Arizona, pastors from August 1991 to February 1992. Those who counsel in institutional settings in particular are struggling with the need and/or the opportunity to counsel those with whom they have some other role.  This is especially true for the individual who offers counseling within the bounds of the local church community.  A minister in the local church setting has many roles in the life of a congregation.  With these diverse roles in place, church members and others in the community turn to the minister for counseling.  The project is intended to shed light on duality and offer guidelines for the pastoral counselor who does counseling in the immediate context of the local church.  The issue of duality is studied from the perspectives of object relations theory and pastoral theology. Recruitment and training of leaders for small groups is essential for this model to work.  Adult participation in Bible class on Sunday morning increased by fifty-four per cent over the same period (September-November) a year ago when the model was initiated at First Lutheran Church, Birmingham,
