These included poor internal communication, lack of member participation in goal setting, and limited member ownership of church goals.  A planning cycle is designed to remedy these through: (1) mission clarification; (2) member assessment of strengths, weaknesses, and hopes of the church; (3) goal setting; (4) action plans; and (5) evaluation. It also incorporates Lyle E Schaller's concept of 'potentialities-based planning'.  The report consists of a summary of the development of the project, its design, its hermeneutics, and the theology implicit in the program, particularly the theology of hope by Juergen Moltmann.
