This was accomplished through an 'I Am A Minister' campaign. This was a comprehensive campaign that involved most of the organizations in the church. The Forest Park long-range planning committee used the tool in determining its strengths and, ultimately, in expanding and/or adding to those strengths. Biblical, theological, and historical support relates to the involvement of divine leadership in the planning process. The goals and objectives were designed to be reached within three to five years.  The goals included the establishment of reachable ministry goals, improvement of the Bible teaching program, greater involvement in outreach, and greater love for fellow members.  The congregation was given opportunity, through open forums, to give valuable insight to the planning. The results were approved by the congregation's acceptance of the Guidebook, a new Glorieta plan to improve teacher training and the relocation of the church by 1992. Programs are conceived in a negative environment of decline.  This project illustrates how a pastor and congregation worked to develop a positive perspective. The process of gathering church and community information before the people are prepared to handle the data can cause added despair.  Area surveys reveal more needs than churches are able to satisfy.  This project demonstrates ways to recognize resources and provides methods to move from problem oriented to innovative planning. He adapts it to the setting of a local church planning retreat.  It is discovered that, although communal spiritual discernment is a viable alternative, it demands more personal and corporate preparation and skill in prayer and discernment than most congregations possess.
