The situation reflected across the church is that clergy and vestries are not always prepared and equipped to plan and set goals with confidence that they are acting consistently with what they believe God is calling the congregation to be and to do.  In response to this perceived need, I have developed a design that is structured to encourage and enable discernment and planning by congregations.  This project has been advanced by the knowledge that many among the clergy and congregations in our diocese clearly recognize the importance of scheduling time apart from regular daily demands in order to listen for the voice of the Lord through a structured process as they plan for the future. Theological concepts that God speaks to his people, leading and guiding them, undergirded this project.  Biblical references substantiating that the Lord speaks to his people were incorporated throughout the process.  Psychological concepts that informed the thesis included the awareness and application of systems theory as presented by Dr. Edwin Friedman and the Rev. Peter L. Steinke.  This theory was particularly helpful in recognizing behavior associated with the prospect of change and the anticipated increase in anxiety. Many congregations have anchored their life in their buildings rather than in their Lord.  This project examines the relationship of buildings to mission, looking for a way to balance buildings with vision and ministry.  The study shows that congregations have struggled with this issue for generations.  Two separate congregations began a process of building assessment.  Their different motivations for participation affected their results. How can a church press toward a mark if they are not looking in a forward direction?  How can they press toward a mark if the mark is not identified?  These concerns are compounded when a high percentage of the membership will be gone every two or three years.  Imagine how difficult it is to make long-range plans in a short-term community.  The goal of this project is to create a process whereby church members can envision and perform long-range ministry goals.  The Shell Point Baptist Church in Beaufort, South Carolina, is in a military town.  Surrounding the church are the Parris Island Recruit Depot, the Marine Corps Air Station, and the Naval Hospital. Military personnel are temporary and are constantly transferring or deploying for lengthy time.  This professional project is an attempt to make strategic long-range plans even though many of the church members are short-term residents. New systems and teams were created or renewed in preparation for this new era of ministry. A lay mobilization process and assimilation method was put into place to integrate people and build disciples. A staffing plan was implemented in the process. Chapter 5 describes the preaching of the sermon series. Chapter 6 describes the final retreat. Chapter 7 provides conclusions, final evaluations and future hopes. Although the mission statement was the tangible result of the process, the ultimate objective of the project, however, was to foster health and vitality in a systematically sick and stagnant congregation through the process of rediscovering
