The author researched ways in which ministers experience the tension between primary tasks of ordained ministry, of which relationships with the poor are a part, and the more tangible and measurable secondary and tertiary marks of ministry. The method of study for this project was largely ethnographic, consisting of field interviews with fifteen elders. This project portrays their experience of ministry together. It attempts to discern if these are working models of ministry in which persons from different socio-economic situation work together in mutual relationship of ministry. It sets forth their successes and what they have found to be obstacles in their lives together. A ministry addressing alternatives resulting in change for the poor from dependence to self-sufficiency presents its own problems.  This thesis is about the establishment of such a ministry named the Mustard Seed.  Research included looking at an existing ministry model followed by interviews, statistics, and a review of the welfare system.  The change process incorporated can be best articulated by James Brina Quinn's 'Logic Incrementalism.'  Theological study evolved into 'what do you do for the least of them.' Research consisted of a critical analysis of current candidate interviews, documents used to prepare interviews, and three existing immersion models. The author developed a new component proposing poverty-specific interview questions and rural, urban and local context immersions during the probationary period. It is concluded that churches have a leadership role in meeting the needs of the least and last.
