The development of an exit strategy in missions partnership serves as the backdrop from which this investigation evolved. The literature on empowerment, the historical review of Converge Worldwide's sixty years of engagement in the Philippines, and the literature on missions exit strategies were critically read and analyzed in this study. In addition, the researcher conducted surveys and interviews to assess the current realities, challenges, and trends in doing missions in the Philippines. Through historical and case study investigation, the author assesses the current dynamic of the Mexicali Baptist Seminary.  The research shows that there remains much to be done for the Seminary to foster mutuality in ministry.  Problems, resulting mainly from economic realities and power and authority issues, pose serious obstacles. A research survey was sent to 500 Seventh-day Adventist congregational leaders to rate their ministers according to five bases of power (Expert, Referent, Reward, Legitimate, and Coercive). The survey also asked the respondents to reflect on the health and morale of their congregations. Seeking to develop a structure that is consistent with shared theological and ethical beliefs in equality, justice, mutuality, diversity, and community, the group members aim to engage in the process, make decisions by consensus, accept diversity, accept rersponsibility for group participation and process, and to become more self-revealing. The power equity group model works for small groups whose members have interest in and energy for process and are capable of personal insight. As women enter ministry in large numbers, they find the same sexism and even violence toward women in the church itself. This project proposes that it is almost impossible for a woman to attempt to change a hierarchical power structure,  provides demonstrating case studies, and draws necessary implications.  The project asks, 'Can a hierarchical power structure be changed to a shared power structure in one local congregation?' The evidence was excerpted from the scriptures, from portions of formative theology, from feminist writings in the social sciences, and from three case studies in which various psychotherapuetic models were used in the counseling sessions that demonstrate the impact of the abuse of power. Two instruments were used in a retreat setting.  The instruments determined styles of leadership, defined ministry, discussed who performs the ministry, and to whom. The results provided opportunity for evaluation and setting of goals.  The most effective and dynamic churches were those that shared responsibility and power between clergy and laity. As a result of this study, the followings conclusions can be made. (1) The coordinator of the HBRC must be permitted to participate in team decision making as an equal. (2) The coordinator of the HBRC must be empowered to make decisions pertaining to the center's ministry independent of the team of district superintendents when necessary. (3) A process of discernment needs to be established and implemented to discern the types of ministries needed in Baltimore. This process should be inclusive of as many voices as possible. (4) An advisory committee needs to be established to address concerns of the center, structural and ministerial. (5) There is a basic flaw between available resources and the authority to pursue ministries, rendering the HBRC dysfunctional.
