The researcher created, implements, and evaluated a training program, which discussed spiritual development and Christian leadership. The researcher studied the biblical basis for and selected writing about leadership, PCUSA documents, and programs on training elders. Finally, the researcher conducted a phone survey to other PCUSA churches to discuss how they train their elders. The researcher's program was implemented in 2008. This thesis will illustrate the process First Presbyterian Church of Burlington went through in order to shift the deacons' role from one of historical stewardship/maintenance leadership to one of pastoral care. Members of the church were led through a discernment process in order to identify and utilize these spiritual gifts. Prayer and preaching were the foundation for both the preacher and the laity throughout the change process. Chapter one gives background on why the unity of PCUSA is threatened. Chapter two explores the meaning of the title 'Lord.' Chapter three provides an overview of the theological developments of Christ's lordship, and how the denomiantions creeds and confessions address this subject. Chapter four will discuss how the theological conflict may be resolved. The results illustrated the possibility of this kind of story taking place in other presbyteries.  The method of research implemented was to present the story to three groups of eight asking them to complete a survey.  The survey was used to identify what made the chartering possible. The research was made through personal interviews, personal meetings, leader's retreats, and new immigrant training; I was able to learn from immigrant members, immigrant leaders, governing body personnel, sessions and pastors of Anglo churches. Four areas were identified in this project that affect the life and mission of the church to become racially/ethnically inclusive: Cultural Challenges, Legal Challenges, Financial Challenges, and Theological Challenges.
