The Russian Orthodox Church with its lack of spiritual Reformation and its suppression of evangelistic movements could not change the moral values of Russian society.  Because of persecution the Russian Evangelical Church never had the opportunity to affect the society.  Sadly, the Western Christian organizations that came to Russia in the late 1980s were not designed to fit the Russian environment and consequently had no moral impact on the Russian people.  Thus, Russia faces a national dilemma: the need to overcome its chaos and become a true democratic society.  Although past efforts have failed, Christianity still holds the key.  Basic moral values need to be reintroduced in to the conscience and belief system of the Russian people. Only a healthy Christian Church can train up a new generation who will build a governmental and economic system based on the revealed truth of God's Word.  It is the hope of the Russian Center for church Multiplication (RCCM), with its healthy church model, ten principles, evaluation, and accountability tools, that Russia will emerge as a country of moral stability. Growth was determined from membership, worship attendance, and professions of faith data from 2000 to 2003. A researcher-created survey instrument recorded Internet use. The data yielded the following observations. Churches with higher growth rates exhibiting higher Internet use rates. Growing churches were four times more likely to host a web site than average. Pastors of growing churches use technology that can be adapted for ministry at a higher rate than average. I used a proactive approach to address the glaring lack of church programs that incorporate holistic health of the mind, body and spirit in an effective way. It proposes to find out what is the influence of postmodern thought on the respondents of the questionnaire and what are the implications for pastoral ministry.   The research discloses the influence of postmodern thought upon the 109 participants of the survey project. The first chapter is about some current problems in ministry. The second chapter discusses four basic theological principles relevant to the investigation. The third chapter reviews available literature pertinent to the research. Particular theologies, doctrines, morals, and ethics of various religious traditions have contributed to the beliefs, attitudes, mores, and behaviors which have negatively influenced public policy regarding HIV/AIDS and harmfully impacted persons living with, and affected by, the disease.  This project defines the theological and religious barriers to HIV prevention and care and describes the personal and sociomoral impact these barriers impose on the public health system and public policy as well as persons living with HIV disease.
