The design of studies is developed out of mere logical and chronological order of ministerial training priorities.  The development of the man before his ministry is imperative.  The curriculum is simply constructed from classic and current materials.  The assignments and accountability are of a non-complex nature. Data for preparing the forms are gathered through the use of a practice preaching questionnaire to thirty-six theological seminaries, Bible colleges, and Bible schools.  The philosophy of preaching that serves as the foundation of the project is delineated. Using the information gathered from the survey, together with criteria drawn from research in homiletics, classical rhetoric, and modern secular speech, three sermon critique forms are designed.  Assessment instruments are used by both instructors and students to report their evaluation of the forms. Research included interviews with consultants, an analysis of courses from other seminaries, and a questionnaire submitted to pastors, leaders of local church missionary fellowships, and missionaries.  The curriculum contains objectives, a syllabus, and thirty lesson outlines which make extensive use of adult education techniques.  Two pastors, two missions professors, and two mission executives evaluated the curriculum. Discussions of hopes, fears, problems and reservations were analyzed and compared with Vatican II and post-conciliar theologies of the diaconate, presbyterate and church order.  The resulting theology involves the complementarity of roles of laity, diaconate, presbyterate and episcopacy in pursuing the mission of the church. Priests will only accept the diaconate when they understand why it was restored. Understanding--and definition--can be achieved through massive catechesis. The basis is the institutional needs of the air force and the research-identified needs and interests of chaplains.  These needs are correlated with the applicable principles of holistic growth.  The combined implications become the ingredients of the program. The resulting five-year design was evaluated by fifty-eight chaplains.  They concluded the program was effectively responsive to their needs and interests. The author concludes that the intern experienced andragogical learning about the issues studied; that lay persons can handle the method; that mathetic information about an intern's behavior-in-ministry can be gathered and displayed to aid the process; that further field-testing seems warranted by the findings. The model presumes a basic course in preaching offered through the seminary.  Five students preached five times in their pastoral settings, and worked with a group of laity and pastors/supervisors to prepare and to critique their preaching.  The primary finding indicates that the method works well if done correctly. Students can learn preaching skills effectively through direct contact with parishioners and supervisors in a real preaching experience.  The lay people benefit also by learning about Scripture, preaching, and the coming Sunday celebration.
