After studying the training of elders as described in the New Testament, tracing the history of theological education in the United States, and conducting case studies of some contemporary church-centered training programs, the author concluded that it is feasible for local churches to train pastors.  The hypothesis was tested in a training program conducted by the author at Hinson Memorial Baptist Church in Portland, Oregon.  Five students were trained in hermeneutics and homiletics over a six-month period. Twenty-two key issues were identified by survey and used to design a program for ministry reflection groups meeting every three weeks. Three pilot groups (1982) and four test groups (1983) used the material.  Transition by the test ministers was compared with that of four contemporaries.
