The objective of the project is to propose that the most effective approach in the theological education of Korean pastors (or English as a second language) is one using current programs in the context of the language and culture as part of the mission strategy in the metropolitan New York area.  The project leader used the pretest and posttest to identify the needs and provide action plans for the needs.  The emphasis here is to provide training using the current programs offered and not to create new programs. Doctrine I is a required course in the In-Ministry Master of Religious Education program of the Southeast Asia Extension Program. The course was taught at the four seminar sites of SAEP (Manilla, Ilolio City, Hong Kong and Bangkok), with twenty-seven students participating.  A pretest-posttest design was followed using two equivalent tests.  The data gathered was also used to compare the scores of Bible college and secular college graduates, to study the educational value of detailed lecture notes compared to outline notes, and to compare the scores of three groups by nationality.  The posttest scores were sufficiently higher than the pretest scores to show the overall effectiveness of the course. Questions were grouped according to personal information (sex, age, marriage status, family, income, temperament), education information (schools attended and feelings about their value, along with suggestions of what was good and what needed improvement), and church information (about one's current ministry).  Two conclusions are that pastors want seminaries to continue to offer the classics (Bible, theology), but to add more practical training. Research involved the reading of books, writing the resource manual, preparation of student testing and evaluation forms, seminar testing of the manual, evaluation of results by the project director, a guidance committee and an outside observer. Using the Delphi technique, ministry professors and practitioners recommended 892 knowledge, attitude, and skill outcomes. These were synthesized to 99 outcome statements that were rank-ordered on a Likert scale resulting in the ten most effective outcomes for each domain. The final round of the Delphi elicited preferred learning experiences and assessment techniques. The application section put the previous material to work in assessing the basic claims of five groups: the Pentecostal-Charismatic movement, the New Age movement, Roman Catholicism, Islam, and humanism.
